QUIESCE.T — CHICAGO HOUSING PRESERVATION & CLIMATE ATLAS PUBLIC METHODOLOGY — STAGE 13F V3 PURPOSE This atlas is a screening and decision-support product for comparing housing-preservation conditions and climate/environmental context across Chicago Community Areas, current Wards, Census Tracts and tract-loaded parcel screening points. HOUSING PRESERVATION SCORE The validated canonical property-level housing-preservation score is preserved from the upstream analytical master. Stage 13F does not rescore properties. COMBINED SCENARIO The optional combined scenario is a user-selected percentile index across the Housing Preservation and Climate & Environment indicators selected in the interface. It is separate from the canonical preservation score. PRESERVATION PROFILE General Citywide Screening: routine screening without an elevated or acute profile. Elevated Monitoring: elevated preservation signals warrant closer monitoring. Acute Single Domain: an unusually severe signal is concentrated in one domain. Extreme Single Domain: the strongest concentrated domain signal is present. High Balanced Priority: high overall priority is supported by a broader combination of signals. Very High Balanced Priority: the strongest broad-based priority profile. Multi-Domain Acute: acute conditions are present in multiple domains. Unscored / Additional Review: a validated scored profile is not available and records should be reviewed before escalation. RECOMMENDED REVIEW PATHWAY Baseline Citywide Screening: continue routine screening. Elevated Monitoring and Outreach: monitor more closely and consider targeted outreach. Domain-Specific Acute Diligence: investigate the domain producing the acute signal. Proactive Preservation Review: conduct deeper preservation due diligence and consider preservation strategies. Multi-Domain Diligence: coordinate review across multiple acute domains. Additional Data Review: verify records before relying on the classification for a decision. These classifications are screening and workflow tools. They are not legal findings, enforcement decisions, eligibility determinations or predictions of property failure. CLIMATE & ENVIRONMENT Climate context includes curated heat, flood-susceptibility and social-vulnerability measures where available. Property-sampled exposure summaries are not represented as area-weighted or population-weighted exposure unless explicitly stated. PARCEL MODE Parcel mode loads compact screening points one Census Tract at a time. Points use published property coordinates and are not parcel-boundary polygons. Climate values are joined from the frozen Stage 11B master by PIN14. HISTORICAL DATA The year selector appears only for annual fields that pass the Stage 13F longitudinal audit: at least three adequately populated years and measurable annual variation. Source vintages, geometry years and one-time snapshots such as SVI 2022 do not create a time series. Historical aggregate geography uses the current Stage 13B Community Area, Ward and Census Tract crosswalk for consistent comparison across annual observations. PUBLIC DATA BOUNDARY The public product does not include owner information, the full professional property master, CSV downloads or Parquet files. Charts can be downloaded as PNG images. FULL PUBLIC PARCEL PROFILE — STAGE 13F V3 When a parcel screening point is selected, the atlas lazy-loads a tract-partitioned public profile containing curated property, building-condition, market/preservation, climate/energy and neighborhood-context measures where available. The profile intentionally excludes owner/taxpayer/contact/corporate-identity fields, internal linkage identifiers, coverage/completeness diagnostics, raw professional-master fields and other technical metadata. The parcel map dropdown remains curated; the larger profile is for interpretation of a selected parcel rather than for mapping every available variable.
